I've got an upper that I'm getting ready to list in the EE. How or where can I find information about what states allow what...? I don't want to sell and send to a state that the upper is illegal in.

uppers are not restricted items, you can ship them to any state.

issues occur when they are mated with lower receivers,...being they are the part which is considered the "firearm"

Don't listen to this person they obviously don't know that some states don't allow the evil features like the bayo lug and a flash hider.  NY, CT, and CA are the big three that come to mind with laws like that.  CA has weird laws anyways when it comes to gun control.

<edit> NJ also has weird laws about magazine capacity as well as collapsible stocks needing to be pinned

Other states don't allow barrels shorter than 16", not sure which ones.

That's what I was thinking, that's why I posted the question before I put it up for sale. It's a RRA Entry Tactical and does have a flash hider and bayonet lug.

So I'm thinking that Calif, NJ, CT and Ill are not to be shipped to.

The upper is a NON-GUN.....no different by law than a shovel or golf club, and can be shipped, and received, in ANY state in the US.
 The laws referred to above, are for firearms (remember, uppers are not firearms). The issues lie with the person who ATTACHES the upper to the lower (the part considered the firearm). So the person you sell the upper too should be aware of the law in his/her state pertaining to firearms.

No.

The upper is not a firearm.

None of those things matter until someone attaches it to a lower.  The person on the receiving end is responsible for that.

They may have a pre-ban lower, for example.

There is no legal issue with shipping an upper anywhere, it is unserialed, and just a collection of metal pieces as far as the law is concerned.
