GOt a new upper and the rear sight rattles.  Kinda rocks in a circular motion.  Any ideas how to fix?  thanks

Make sure the ball and detent spring are in place. Hold the rifle with the barrel in your left hand and the butt in your right hand, look at the space between the rear sight base and the upper frame. You should be able to see a ball. It should have a spring behind it. When you try to twist the rear sight it should snap back and not rattle. Open this link and look for part nos: 11 & 14 in the upper left hand picture. These parts should be present.

That appears to be the problem.  How do I take it apart to fix it?

Depending on what's missing, probably the elevation spring pin. You'll be able to remove the sight
completely then.
