Don't know who makes them but I tend to like them. they have what the retro guys call a round forging in front of the port door, where most "A4" uppers are Square forge. Square forge code with the scalped "round forge" in front of the port door.

Square forge marking are raw forging blanks from Brass Aluminum Forging Enterprises.

Various AR manufacturers does the final machining, finishing, and assembles them.

My new Colt SP6920 Sporter carbine that I bought a week ago and my other 6721 carbine I got last year had the square forge markings on the detachable carry handles.

I'd say that any upper with a forge mark is probably going to be at least "decent."  But the raw forging is only the beginning-it's whomever did the machining that's the key to whether a receiver is "junk" or not.  And you can't always (or even often) figure out who did that machining.  Buying from a reputable source is about the only way to protect yourself from "junk."
