i am going to purchase an ar15 soon, under $3000.00   what brand, set-up, etc recommended?   Out to 400 yards. thanks in advance

Like Warpig said, we need to know what you are going to use it for before we can suggest what to go for.  For $3000, you can get 3 very nice ARs, but its also very possible to spend 3K on a single AR as well.

Do you have any experience with AR's? The reason I ask is because if youre buying this one to learn how to shoot it, by the time you get good with it the barrel will not have the optimum accuracy that it once had necessary for matches(that is if its SS or CM). Buy a Quality AR but dont go overboard untill you know what you like. Anyone here will tell you that the first Ar they bought went through many changes before it became thier favorite AR.
Brands I like are Sabre Defence, Colt, LMT, CMMG and Bravo Company. Dont buy anything else. Do NOT buy BM,DPMS,RRA, or any of the other second tier brands. If I has a $3000 budget and was buying a complete rifle it would be a Sabre Defence.

Spend some more time researching.  I wouldn't go hog wild and spend the bulk of your money on a rifle. The cost of the rifle is just the beginning. Even though I bought  one of those "second tier" RRA's, the spending wasn't done. Ammo, optics, etc. The list goes on. Don't rush into it.

Since your budget is under $3000 it leaves you with pretty much any option as far as I can tell.

If I were you (and if you live in a state that allows it) I would get an LMT 14.5" SBR with a sound suppressor, Aimpoint, LMT rear sight.

I like everything said, but I'd include a PRI flip-up front sight and a LaRue fore-end

Sabre, Colt, LMT, CMMG and Bravo Company are definitely some of the best there are.  However, they are not the only quality AR's available.  As already stated, depending on what you are going to do with it, there are so many options.  

Rock River Arms makes a damn fine weapon for a very good price.  Depending on what your going to do with it, I would look at a RRA upper and a lower from any quality company who has a rollmark you like.  

Basically, as you will find out, there are a few brands that bring a sparkle to some shooters eyes a little more that other brands.  That doesn't mean you should not look at other quality options.  Having a high budget is good, still no reason you shouldn't save a couple bucks if you can.

Quality comparisons aside, when I shopped RR vs CMMG, they worked out to about the same price range if you want to chrome and re-profile the RR barrel.  Then there's the obvious twist difference.

Ar for 3gun?  MSTN 17" comp tac or something from JP rifles and a TA11.  Spend what's left on ammo and mags.
