im building a ca legal ar15 and have decided on getting (http://www.del-ton.com/Rifle_Kit_p/rkt104.htm) with the help of some people on this forum.  my only question is that if getting the 16" barrel over the 20" barrel will have my gun shorter then the 31in it needs to be to be considered legal in california?

With a collapsable stock shut, you should be around 34". A2 stock will be longer. My 14.5" (with A2 long pinned) is 33" with an ACS and the enhanced butt pad.

And flow chart says 30", not 31". There are a grip of 16" guns in Ca with collapsable stocks.
