Is there a way to keep the bolt from cycling on the 10/22 – i.e. a single shot mode?
Thinking there might be a way to tether or block the charging handle. |

nada, what is the purpose of your wanting single-shot mode without the bolt cycling?
If safety, the simple answer is to single-load the magazine. If low noise with a suppressor, the simple answer is a bolt-action rifle. If something else, I'm very interested in knowing. I think there is risk in trying to force the 10/22 to do something it wasn't designed to do. No jerry-rigged mechanism to hold the bolt closed will work as well as the locking lugs on a bolt-action. |

if you want manual cycling only, and you don't mind spending some money, PWS makes the T3 receiver, which is a toggle-lever 10/22 action.

Once you realize that at 10ft, with a rubber buffer, the difference in peak sound between semi and bolt is indistinguishable, you'll stop worrying about it
The biggest difference is just the sound coming through your cheekbone as the action cycles.
