I am just starting to look into getting a 10/22 and I have a question about the models with the barrel bands. Are they cosmetic or do they serve an important purpose?

Not professional opinion, just my personal view on this.

I believe it helps takes some stress off of the 1 receiver screw.  Adding stability to the barreled action.  Most built 10/22 with factory receivers that also use a bull barrel do not utilize the barrel band.  I am building up a 10/22 with factory receiver and a bull barrel with no barrel band.  I've seen some people tune their barrel bands by adjusting the tightness of the screw to improve accuracy.

Everything I've read says cosmetic.

I've removed it from my son's and the gun actually shot better.

Cosmetic, It can pull the barrel down ever so much if it is overtightened. You can either leave it off or dremel a bit of material away from where it would contact the barrel. That way it doesn't touch the barrel and you still have it for cosmetics. I just took mine off and threw it in the spare parts box. I plan on cutting my stock back anyway to get rid of the step in the stock.

SilentDeath.. if you want to fool with a tuner....a simple pinch tighten aluminum round stock gizmo allowed me to "tune" WinSuperX high velocity into 10 shot 1" groups at 100y for my STC rifle... note the double lug mount and the barrel was bedded... a Tasco 6-24x44 AO scope with 1/8min dot and 1/8min clicks... cantilevered scope mount off the barrel
