I'm doing a form 1, myself. Just got the sheriff approval.
First Page says send 200 $ check to department of justice.
Other Side of forum says make payable to Bureau of ATF.

The instructions say who to make it out to.
You could make it out to "the assclowns at the ATF" and they'd accept it.
It might delay your application a bit, but they'll accept it.
