The Hogden web page says 264 win mag using H4350  and 140 g bullets starts with 49 g and max is 52 g.
is also says for 270 win with 140 bullets and H4350 start with 49 g and max at 52 g.

why would a 264 win mag load have the same powder charge as a 270 win?

Because H4350 is way too fast a powder for the larger cased 264 Winmag and causes an early pressure max.  Start with H1000.
