Hello,
Years ago, I had a Colt M16 when I was on the PD, it had a 4 position selector.
The burst was 2 shot.  it also semi, full and safety.
I have a legal 16 and I got a DPMS 4 position fire control parts in it and it runs like a top!
the burst is 3 shot and I would like to change it to 2 shot.
Yes, I can shoot 1, 2 ,3 or 4 shots on F/A but the 2 shot cam makes it so you don't have to
think about it.
I have called all the manufactures Colt, DPMS, Bushmaster,, Armalite, Brownells. so I was wondering
if someone here might know a small manufacturer that produces these cams.
I even tried milling off one of the lips on a cam and it would not run right.
Any info will be appreciated!

It's a rare part, but not hard to make.  Call around to machine shops in your area and ask if they'll do you one as a custom job.  Bring in your existing cam, and tell them it just needs 3 deep and 3 shallow notches instead of 2 deep and 4 shallow notches.  Expect it to cost in $50-$100 range for a one-off, depending on the shop's hourly rates.

I made myself a 0rd burst cam for grins and giggles a few years back.  Probably took close to an hour to measure up and perform all the bores and cuts.
