I just finished assembling an A2 and the rear sight housing seems to have a tiny amount of lateral movement, is that normal?

Not sure what brand but I have many other parts from the same, got it from an ARF guy who I trust and I am pretty sure it is top notch, does it matter?

I'm not sure what you mean by "tiny bit of lateral movement."

All A2 site bases can be twisted, or rotated, around the elevator shaft a tiny bit. On my Colt I can pull back on the windage knob and, looking down, the site base rotates a bit in the clockwise direction. Release pressure and it returns to it's normal place.

This is normal. Competition rifles add a couple of springs and detent balls or a vertical shaft or some other trick to eliminate this as much as possible, but on anything but a competition gun you would never notice the difference in shooting accuracy.

I'm guessing this is what you are seeing and refering too? If so, it's normal. Some brands may be tighter than others, but it's normal to the design.

Yep thats it, I can twist it clockwise a little and when released it goes back to the original position, it moves about 1/32 of an inch, maybe less.

Okay. That's perfectly normal for an "issue" rifle. Nothing to worry about.

Like I said, match rifles are typically modified in some manner to eliminate this. But most of us don't need the mods. Check out the Competion Forum if you want more detailed info.
