Get a Saiga 12, it's at least 90% as effective when set up right.

There is no legal or technical impediment to making a civilian legal semi-auto AA-12, but the owner of the company, Jerry Baber, said in a New Yorker article that it is too powerful and would not be made available to civilians.

I have a feeling that due to the notoriety that it would be written off as a destructive device the second it got released.
The AA12 is already a flop in terms of military and law enforcement interest. The thing has been around since 1972 in one form or another.
