For AOW that you pay the $5 tax on do you submit paperwork AND have the same wait time like you would for a suppressor? I'm hoping that its a shorter wait time since its an inexpensive stamp.

Wait time is the same. Cost of the stamp has nothing to do with it. A Form 4 is a Form 4 whether it is a $5 transfer or a $200 transfer.
