a loaded round is a self contained vessel, vs. powder and primers which are open air and can be accidently ignited

I thought ammo was marked as HAZMAT.

Because as loaded they are not subject to mass detonation as will primers, nor will they
propagate fire as will powder.  Point in fact, loaded ammunition is pretty damn safe.  Nothing
a delivery monkey can do to it will set it off short of loading it in a gun.

Nope, it's ORM-D.  No hazmat fee required.

You really wanna hear something odd, primed brass.....not loaded ammo....just empty brass with a primer in it.....can be shipped as ORM-D.

Same deal.  It is not subject to mass detonation.  Primers are, thus the hazmat certification.
