What are the laws for purchasing any sort of armor? Does it very from state to state and if they do is it legal to purchase in Arkansas?

Yes, it varies from state to state. For instance in Texas, only felons are prohibited from possessing body armor. I don't know about Arkansas though.

Correct on the felon thing for Ohio as well. I would double check at your local police station. Your biggest problem is that most people that sell body armor don't like to sell to citizens. This unfortunately makes ebay your best option for it.
