When shooting new ammo (223)  from my AR-15, & then reloading that brass to be fired in the same AR-15.  Does the brass have to be full length resized or does only the neck have to be resized? Thanks

You should be FL resizing.  I'm not saying you could not get by with neck size or that someone out there doesn't neck size and swear by it, but normally FL resizing for an autoloader is best.

Full length and you will be much  happier.  You won't have to worry about not feeding or getting stuck in the chamber.

Only Bolt guns can generally get away with neck sizing

+1

And even bolt guns need to be full length resized, usually every third firing.
