If I buy a 14.5" barrel that is not be attached to an upper and have a lower would I be breaking the law until I have an appropriate flash hider pinned to it?

A stripped lower and a stripped NFA length barrel alone would not trigger a CP violation since you cannot assemble a complete firearm from those parts, but as you acquire parts to complete this build, you are getting closer to one.
