I have a Carbon 15 and wanting a new barrell for it, what would you all recomend?

Damn hard to answer that question without at least a few clues. "A new barrel" isn't much to go on.

I would recommend a complete upper since it's a C15.

What you will want is dependent on what you plan on doing with your AR.

What is wrong with the barrel in the rifle now?

I bought the rifle real cheap and the idiot I got it from tried to use a dremmel tool to "flute" the barrell.

Already been said, but we need more information on what you plan to use to use the rifle for. Do you want something similar to the original barrel?
