When they were under $300 a few years back it was a good deal. These days I would not buy a rack grade unless I was at the CMP and handling them. Even then it would have to be a real diamond in the rough. If you are mail ordering then service grade is the lowest I would recommend.

The Service Grade is the best deal going for an all USGI rifle from the CMP.
You can spend extra for the new barrel version or a collector grade, but the Service Grade is still best buy.

Rack Grade is good for a fixer up project, like trying to do your own wood work, rebarrel job, parkerizing, etc.
Also good for the range beater rifle.

If you're tight for cash... I guess it will do. I have family in the area, so I can swing by when I'm up that way. I got a pretty nice field grade when I went up, but gave the rack grades a look. Some of them had bores that practically swallowed the gauges. If you plan on putting on a brand new match barrel anyway, I guess a field grade is a good deal, but if you just want a shooter, I'd get at least a field grade.

only reason I could see getting a rack grade is if I was planning on re barreling or switching calibers to 308

There are none left on the CMP sales site. Only Field, service, special and correct grade.

For one thing ,pictures will not tell the story of if a Garand will be a good shooter or not
You would be dissapointed in a Rack Grade, they are canidates for rebarrel
I would not mail order a Field Grade,many of them will swallow a muzzle gauge.   Order a ServiceGrade

if you have tech knowledge and can gauge the throat and muzzle, you may be surprised. The key is to go to cmp personally and pick a rifle. sometimes the rack grades are graded like that due to external appearance and the internals are good. Sometimes a very nice rack can outshoot service grade-however if you are ordering by mail and have no chance to hand pick your rifle then service grade does make sense
