I've been to their website and read faqs, blah...etc.

Could someone tell me in laymans terms, what it takes to be a member?

1.  Copy of your birth certificate
2.  Membership in CMP affiliated organization, (I suggest the Garand Collector's Association, $25 a year).
3.  Participation in a firearms-related activity, (I used my C&R license, but a CCW license, participation in a marksmanship program,    
    etc. will also qualify.
4.  Your first order must be notarized.  The forms can be downloaded from the CMP site.

Just to add a couple of things.

You can use a US passport instead of a birth certificate.

If you are in the military, reserves, or Guard, it counts for the organization and the marksmanship activity...kills two birds with one stone.

Page 2 of the order form is the one that needs to be notarized for you first order, there is a box at the bottom for it.

Yeah, I didn't feel like listing every organization or form you can use.

A state issued driver's license will not work, BTW.  You have to have a document that proves citizenship, hence the birth certificate or passport.

So, I just need to send $25 to this particular organization (Garand Collector's Association)?  I don't have to show up somewhere and qualify with a firearm?

No, there is no shooting requirement.  Send your money, and they mail you a card w/ your member number, and you get a really cool magazine every quarter.

WRONG, there is a shooting requirement plus being a memeber of a club or GCA etc. A cURIO and Relics license ot Carry Conceal Permit does fullfill the shooting portion as does the range officer signing off, and many other options

Not WRONG.  The OP was asking about a shooting requirement to join GCA.  I know the requirements.  I used my C&R to get my CMP Garand.

Great!  My C&R and my $25 membership will get me all the goodies. Where have I been all these years?

ETA:  May as well buy a membership here as well for all the wealth of info I receive everyday.  Thanks everyone

I believe so, I know military counts, not positive about LE.  If nothing else, there's a form you can download now, and just have signed by an LEO or a range officer that watched you shoot safely, that's what I did.  

ETA:  just checked, "current or past law enforcement service" does indeed count.

Well ecuuuuse me. Yes ther are shooting requirements, no none to join the GCA, yes your C&R does fullfill your firearms handling portion as I stated earlier. Your preaching to the choir as I have made several dozen firearms purchases from CMP
