So I have been reloading some pretty consistant loads for my 308. Im using 168gr. Amax, 43 gr of Varget with CCI 200 primers and the C.O.A.L at exactly 2.800". So my question is how do i find out if this is seated in the lands or just out side of them in my Remington 700? I would like to experiment with both, but im not quite sure how to measure that out. Thanks in advance!

Take a fired case from your rifle. Pinch the neck closed with plyers just a little. Seat bullet long. Chamber, measure many times till you get the same measurement.  Eject the dummy round slowly, holding it with a finger so the ejectory does not push it into the receiver. This will give the maximum COL.

So if i understand correctly, slightly crimp case and set a bullet on top of it, then chamber it and let the lands push the bullet into the case?

The bullet is placed by hand into the case mouth.

I did the "experiment" listed above and consistantly came up with 2.963" with my 168gr Amax's (for Remington 700) does this sound logical? If so, what would a good C.O.A.L. to start with?

Do you use the Remy 700 magazine?   If you finger load each round, then going up on the COAL will work.  Otherwise anything over about 2.830 will hang in the mag feed of the Remy.

Sounds close to me. I do that same recipe except I use 44 grain of Varget, FC cases, CCI 200 primers, 168 grain Hornady Amax and I just barely touch it with the Lee FC die. I do that because the neck tension is light on my FC cases. I get FANTASTIC shots with that! Infact I am going to load up some Nosler CC's tonight with that exact load. The only thing is the ogive on the Noslers is different so I am seating them just a tine bit deeper.

Single shot only for a Rem 700 short action with these loads.

I figured that i would have to load them one at a time, it doesnt bother me. Now i can load up a bunch of different charges to find my OWC. Thanks for the input guys.

6. The seating depth for all test loads should of course be the same. I normally seat the bullet a caliber's depth into the case, or to magazine length––whichever is shorter. I don't believe loading to approach the lands is necessary, or even desirable in most situations. So long as the bullets are seated straight, with as little runout as possible, the advantages of loading close to the lands are largely over-stated. This said, be certain that the seating depth you choose does not cram the bullet into the lands. Stay at least .020" or so off the lands for these excercises.
