I'm coming up on 3 weeks since mailing the form out. What's the "usual" time frame?
They charged my card on 9/11.

They have 60 days to act on your application. Anything past that, start making calls to the licensing center. But if you wanted, you could call at any time to check on the status.

My initial license took about a month. I just sent my renewal in and it also took about a month, for them to send back my application because in my hurry to fill it out I missed two questions.
