If one were to temporary change the length of their SBR, what are the rules?  

Is the length listed on the Form a limit as to how short one can go?

Here is my example:  SRB listed in Form 1 at 10.5 inches 5.56mm; can a 4.5 inch .22 upper be swapped onto the SBR lower?

Barring some weird state restriction, you can change to whatever you want.

IIRC it's recommended that if you make a permanent change, that you send them a letter to update their description.

This has been my understanding too.

I'm trying to find something in writing from the ATF (a reg or letter) that clearly states one can temporarily change the configuration as long as it was changed back to the configuration annotated on the Form.

Great link, but not quite what I was looking for.

I'm trying to find info about making a SBR shorter.  Say you have a SBR listed at 10.5 inches, can you make it a 7.5 inch SBR?  

Basically, does the barrel length listed on the Form serve as a limit to how short you can go?

Your Form 1 or 4 stated barrel length has no bearing on a new, temporary, barrel length.  You can put any barrel on it you want.  I have personally talked to a specialist in Martinsburg about this.  She further stated that she would not transfer a gun that did not match the registry so you need to return the gun to it's registered configuration before you transfer it, or write a letter asking to change the registry to the new configuration before starting the transfer process.

In the past, once I got a built just the way I wanted it and was convinced that will be the permanent configuration, I did a letter and then keep a copy of the letter with my Form 1.  One less thing to confuse the local LEOs.  I will not be doing any more change letters.  If I make a change in the future, I will simply keep the parts necessary to return the gun to the configuration listed on the Form.  The change letter process took two years and caused a lot of confusion.

With that said, there is going to be a guy come along and tell you thats all BS and that you can change the gun anytime and the a newly submitted Form 4 will fix everything.  I'm just passing along what I was told by Martinsburg.
