Not trying to beat a dead horse but i couldn't find it through a search or online yet. I know stripped receivers are logged in as receivers. What are Complete lowers logged as? I would think receiver but then it came from the factory with a stock and once it has a stock it can only be a rifle?

Until it has the upper it is not a rifle (or pistol or shotgun).  Even if it can only be made into a long gun (rifle or shotgun) it is still not a rifle or shotgun and is still an "other."

If it's had a stock attached, it's a long gun, but could conceivably be built as a rifle or a shotgun, but not as a handgun.

Since it was never a rifle or shotgun (see post above), couldn't it still be made into a handgun?

Nope.  Once it's had a stock attached to it, it cannot legally be made into a handgun, is my understanding.

i think a more useful/realistic way of going about things would be to say that if it has been documented as being a rifle you can not go the handgun route with it.
