Not trying to beat a dead horse but i couldn't find it through a search or online yet. I know stripped receivers are logged in as receivers. What are Complete lowers logged as? I would think receiver but then it came from the factory with a stock and once it has a stock it can only be a rifle?

Until it has the upper it is not a rifle (or pistol or shotgun). Even if it can only be made into a long gun (rifle or shotgun) it is still not a rifle or shotgun and is still an "other."
