I have a Colt Series 80 Officer's ACP that had the plug break while shooting. Apparently, this is common problem. So, I ordered a Clark match bushing and plug. I have the bushing tight, but working well it seems. I cut the plug down to length and assembled but the slide would not fully retract. After some reading it looks like some recommend cutting the front of the slide to make allowance for the thicker plug section. Ok, that is done, but the pistol does not want to retract far enough back to engage the slide stop. It will with the single inner spring it works fine. When I add the outer spring it won't fully retract. As near as I can see there shouldn't be any binding or clearance problems. Any ideas on what to look for?

Sounds like your recoil spring may be binding not allowing the slide to cycle. You may need new recoil springs. Seen it happen once and new springs fixed the issue. Not positive but may want to look into it.

Agree with probable spring bind.
You didn't mention whether a shok-buff is present, but they do tend to cause cycling issues in the short 1911s and should be avoided.
A single spring set up (like Wolff 20-22#) will likely resolve the problem.
In the early days of the Officer's Model, the aftermarket fixes came as a kit with the single spring setup; with a few spring replacements (about every 500 rd) it's worked flawlessly in my Lwt Officer's for nearly 25 years.

I have an extra Wolff Spring I can try on Tuesday when I get back at it. Hope that solves it. Spending way to much time on this simple project.
