Can DSA "front ends" be swapped around like uppers on an AR15?
Any issues?

by front ends do you mean the brl and gas system? if so, the answer is no, however if you mean swaping the lower triger group(it realy isn't a reciever, though it is sometimes refered to as one) to a diferent (upper) reciever then yes.

On a FAL the "upper receiver" is the serial numbered part.  

To swap the barrel on a FAL you have to fit it (time) to the receiver and probably reheadspace it which will require a new locking shoulder(measure with pin gauges or with an assortment of locking shoulders).

A good comparison would be fitting the barrel extension to an AR barrel.

Lowers can be switched around without any problems as long as you stay with your pattern, metric or inch.  Majority are metric pattern, requiring different parts and mags than the inch pattern.  As stated above the upper is the "gun" and the barrel is fitted to that part, simply it isn't anything close to an AR.

To switch a barrel you generally need:
receiver wrench
timing tool
bench vise
pin gauges
wrench for barrel flats modified from a 27mm or 1 1/16" by slight grinding, or barrel vise

This isn't quite accurate. Metric uppers can be mated with inch lowers and visa versa. The only "problem" is making sure that your sights are compatible. If you have a metric front gas block/sights, then the rear sights need to be metric pattern also. So, if you put an inch pattern lower on a metric upper that has a metric front gas block/sights, then you need to install a metric rear sight assembly on the inch lower. There are no modifications necessary to do this. Just swap them out.

meeper on the FALfiles does quick change barrel conversions on FAL's. Most are done as caliber conversions, no reason it couldn't be done for rifle/carbine QC.
Best option is to get one of each version of the "Free Worlds Right Arm". Inch, A,B & C. Izzy L & H. Indian. Argie. Heavy's, para's, lightweights.........
