Does anyone have experience with this mag loader? Does it work with Mini-14 mags?

Sometimes you can re-invent the wheel as much as you want to, but in the end, the simplest form is the most efficient.

Having said that, Get your hands on a hundred 10-round stripper clips (will hold 1000 rounds), and a mini-14 stripper clip guide.  The guide drops/attaches on the top/back of the mag, and with the stripper clip dropped in the guide, and you just use your thumb to cram 10 round in the mag at a time.  The nice thing about this is that you can preload stripper clips any night watching TV. And, when it comes to the field, considering that it takes less than 2 seconds to load a thirty round mag with the stripper clips, life couldn’t be more simpler.
