An AP ammo manufacturing license is only required if you are making it for sale. No laws against making it for personal use.

ETA (federal) - some states might have their own retarded laws

I don't know about your plan.

But I know bullet swagers like "Fat McNasty" use powdered tungsten to add weight to custom match bullets. So that's a possibility.

I'm no BATF&E expert either, but AP ammo for .223 is illegal because of being able to use it in pistols from what I remember. M855 is specifically excluded from the ban.

Restrictions on licensed manufacturers or licensed dealers do not apply to manufacture by unlicensed persons for personal use.

I'm assuming that MAKING armor piercing bullets to be "manufacture" and requiring a license? Looks to me, not being a lawyer, that it's illegal to manufacture the bullets. Ok to use bought AP bullets and make loaded rounds for yourself but not for sale. These regulations on AP bullets, loading them, possessing them, shooting them, is some of the worst confusing examples of laws written you will ever find. Supposed to be illegal to manufacture their so-called "cop killer" bullets and I don't recommend making your own bullets from exotic metals. You can buy types of AP bullets but DO NOT make them yourself. Infringe on the rules and you're in deep trouble. The pistol versus rifle part is confusing. I take it that if you possess AP ammo and you have a rifle caliber pistol that you are in violation. I see it that if you have a .308 Win rifle and a .308 Encore pistol you can't have AP ammo in .308 in your possession????  Don't make AP bullets but you can load AP rounds.
