buddy of mine has an 03 ffl, if he ordered a k98 or something then we went to an 01ffl to transfer it.. is it legal?

IF I am understanding correctly...and assuming they are entering them in and out of their books...
03 simply goes from his book into the 01's book...dealer to dealer, then to the buyer who 4473's it from the 01.
This is fine to do.

The only problem I could see with this, C&R is for personal collecting and not meant for sales. If the 03 holder bought the rifle and turned right around and "sold" it to a 01 than the ATF may frown. Even if there was no profit from the "sale" the ATF may not like the idea of your friend using his 03 to get guns for his buddies. I am not a lawyer nor an ATF agent, so this is just my uniformed opinion....

Is there a reason why the 01 couldn't get the rifle for you and save all the extra hassle?

considering it took 3 months to get the stuff done for my ar lower... yup.

No it was not meant as sarcasm. If it takes a FFL that long to get a lower in, then I can see why you want to go with someone else.
