Federal bulk or Remington Golden Bullet bulk.  Neither are accurate enough for even semi serious rifle shooting, even offhand.  For that something like Wolf Match or SK Match is needed.

Depends on how you define cheapest. I usually use Elly primed .22's and they are not really bargin basement. The cheapest I have in those are Elly Sport of which I have had no complaints with. I have a pretty good stash of Federal Auto Match and Winchester 333's in bulk paks that I think are pretty good that I got a really good deal on up in Hadley, for about $6.00/box which I think are about the best in bulk. The lowest on the totem pole is about 10 bricks of Thunderbolts that I got as a 2 for one deal at $8.00 for 2 bricks a couple years ago. I figured the price was right and they do go bang 98% of the time. I don't know as how much things are costing today as I've only been buying as I've been using so as not to dip into the stash (about 40,000, 75% Elly primed) and again, it's not the cheapest stuff. I've posted a couple times here on how I slick them up to really reduce any feeding issues, cheapies or not, using a tumbler if you care to search or else let me know and I'll repost.

It all depends:

My Advantage Arms Glock 17 .22 upper likes Remington Thunderbolt and Golden.

My Spikes Tactical 10.5" upper on my AR likes Federal Bulk pack (Maroon box)

My Lage .22 subcal kit for the -11 SMG likes the Remington Thunderbolt and Golden best.

Whatever is in my safe.
My favorite cheap ammo used to be the old copper washed 38gr Winchester Dynapoints, which were $15 a brick when crap like Thunderbolts/Wildcats/Xperts were $9.99 and Remington Subsonics were $21 or so.
They were plated, subsonic,cycled every semi-auto I own, and were as accurate as any standard velocity target ammo. In 2 of my rifles they even beat Wolf Target, Remington Target,various CCI loads and even the cheaper version of Federal Gold Medal. I think Winchester T22 was the only reasonably priced target load that they couldn't beat.
