I was wondering if I don't want to use any of my existing receivers and just start a new project (SBR), do I physically have to have the receiver I am going to use before I send out the paperwork? Or can I send out the paper work and order the receiver during the process of when I get the stamp?

you have to have the serial number and have to describe all other markings on the receiver...so if you send it off and the number on the receiver you receive is different or you can't fill in the blank; describe all other markings you will be doing it again.
