Hey guys, here's a question for you. I am currently deployed, but have an SBR all planned out that I plan on ordering all the parts for and picking up when I get home. My question is, without having the actual lower or upper receiver here, is it going to be possible to fill out the form 1? I question how to fill out questions such as OAL and the S/N of the lower. Will I have to wait until I get home and pick up the lower from my FFL?

You have to have the lower since you have to put the serial number on the Form 1. You can buy all the other parts later however. You will have to decide the barrel length you will use of course so you can input your OAL in the Form 1. I would just wait till you get back and buy a lower to SBR.

I assume you are trying to get your form-1 in ASAP so the wait won't be so long.

As was said before, the form-1 requires the serial number from the lower.

If you personally know an FFL, you can mail order a lower and have it sent to your FFL.
He can hold onto it until you return, and tell you the serial number now.

You can download the ATF forms here and get the ball rolling.
If you are deployed, you should be able to figure out OAL based on your desired barrel length and measurements of
your issued weapon.

I was wondering if an FFL that I knew couldn't give me the serial number. I will try to get it rolling here and see what he says. It looks like I may need to set up a trust too, so more work is involved than I originally expected. Thanks for the help.

Also, you still have to get the CLEO signature and do the photo/fingerprints if you're going the individual route. Not sure how you would swing that if you're deployed. If you went the trust route, you would bypass all of that, and you could also have another trustee submit the forms for you while you were overseas.
