Excuse me if this is a dumb or ignorant question, I am planning on moving out of state at the beginning of September. If I send a form 4 now and do not receive it until 8 months, can i switch ffls or not? Is it better to just wait until after the move? Or better to act now in hopes of having in around 6 month wait time.

No. the form is transferring from a specific dealer to you. Once approved, you have to pick it up from that dealer. Changing dealers would require a form 3 and then a new form 4, starting your wait time over.

If you move out of state before the paperwork returns, you may still be out of luck.  I don't think you can take delivery of NFA items across state lines as an individual.
