I'm going to purchase a Class III Colt eventually and I was wondering if there is any way to put a new upper on it such that there is a picatinny rail on it. I dont know how prevalent the rails were before the legislature took effect. I'm just a little curious and any feedback would be mose welcome. Thanks!

This would be better in the NFA section.

To answer your question:

The lower receiver is the registered part. You can use any upper receiver, in any configuration, in any caliber you want.

so I would be able to swap out the old upper with a new upper like a LMT or Noveske?
