I just saw the legislation had passed today! I know nothing of the C&R application process, but its tempting so I can put a proper 10.5" barrel on my UZI carbine if for no other reason.
Probably have a bit of time though as it apparently goes into affect on January 1st. Illinois General Assembly Link |

The C&R application takes five minutes tops and is a cost of $30 for three years. It is very easy!
It appears it will require a CLEO signature BUT the wording is as follows: (7) A person possessing a rifle with a barrel or barrels less than 16 inches in length if: (A) the person has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; It states possession and not ownership so I wonder if a trust could own it and a person with a C&R could be in possession of it. Either way this is awesome!!! ETA: just re-read your post and the FOID is a good point... not sure on that one. |

A Trust can not hold an FFL, so that was a no go. A LLC on the other hand can obtain an FFL, so that is what people did to avoid CLEO signoff. |
