Dumb

I have a HS Precision stock off a Remington 700 VSF and don't see any screw holes to attach the buttplate so how does the buttplate come off?

I assume it is a rubber butt plate....   if so, usually the rubber but pads have tiny pin hole sized openings that close up after the screws are in place.  Run your finger along the middle of the pad up and down and deform the rubber.  A small opening will usually appear in the deformed rubber.  force a small screwdriver (most likely a phillips head) through the hole and unscrew the pad.

If it isn't rubber and or the holes do not appear by deforming the rubber with your finger, then I have no idea how it comes off.  Try and call HS Precision....
