The versatility of the 870 can't be beat.  With over 10 million sold, there are a slew of products on the market to fit your needs.  Yes, you have the slug barrel and the longer shot barrel bases covered, but 870 barrels are plentiful and swap quickly.  The 870 Tactical is a nice starting platfom; check out Bud's Gun Shop for some good prices delivered.  If you want your 870 upgraded with all the proper Police parts and with a better finish, check out J.D. McGuire's shotguns at AI&P Tactical where they are built by a facotry certified Remington 870 armorer.

Mossberg makes a shotgun for less $$$ - they won the US Army contact for the M500 at a quoted price of $237 apiece.  Just a fun fact if someone mentions to you that only a Mossberg shotgun meets the US Army requirements.  With a little work, you can find a nice 870 Wingmaster for under $200 or a Police trade-in Wingmaster for around $250 or so - it may have some finish wear, ut a used Wingmaster will be smooth as butter when you work the action.  Be patient, you'll find a deal if you look.
