From the newest Hornady Manual...



The max is listed at 28.9 gr (?!) of WIN 748, which over flows a LC 09 case.  

The Hodgdon data lists only a max charge of 26.0 gr at a COL of 2.200 for 3200 FPS. No starting load data is given.

Intrestingly, to get the same 3200 FPS velocity according to Hornady's data, you need 26.9 gr at a COL of 2.240.

Could case capacity be that big of an issue that I'm overflowing at Hornady's listed max load? Or am I going full retard and missing something else?

Hornady's maximum would seem to be wrong for that bullet weight range. Most data shows 26 to 27.5 gr as maximum. Checking the weight of your LC brass with other brands may tell you if your brass  happens to be on the  heavy side.   This is old info, but the case volumes are posted here. Check the Sierra load data for bolt & auto, they are different.  http://www.accurateshooter.com/cartridge-guides/223rem/ The Hodgdon starting load (23.4) would be -10% of maximum (26)  My LC runs in the normal range.

If I settle the powder by taping the case, 28.9 fits but would be pretty compressed. 28.9 settles just at the base of the neck.

For projectiles in the same weight, Sierra lists 27.5 and Lyman 28.0, both use a COL of 2.250"

I took the Sierra data and worked off of that.

Begin loading with the "start" load and work up watching for pressure signs.



Never begin loading at the max listed charge.

I'm not trying to be a smartass, but I'm well aware of the standard procedure to work up a load.

I have been able to put 30grns. of 748 in WINCHESTER cases (Lyman#47) neck sized only from bolt guns.  This is a PACKED load(not just compressed) and I do not recommend this due to brass life(2-3 reloads).  Military cases won't hold this even packed.  WAY to hot for ARs.  In military cases, generally, I have found 25-27 grn. to be "full".  You can add more BUT.....is it worth it.  Yes the books are not always right, FOR YOU.  As was said: start with STARTING loads and work up.  Perhaps find data specifically for ARs.
