I've not got a chance to bench shoot my M38 yet, it will be a while before I can, could anyone give me a rough estimation if I shoot quality reloads in it? (I plan to hunt with it) Besides the counterbore, the rifling is excellent.

Counter boring HELPS accuracy by eliminating the effects of a beat up crown / rifling.

Counter boring should not affect accuracy negatively, but just the inverse. Just think of it like a re-crown job a gun smith would do on a rifle that has a nick or gouge at the muzzle.
The only thing that makes a counterbored rifle less desireable is that some collectors believe that a counter bored rifle is no longer in the original condiditon it left the factory in: who cares. Mosin Nagants are a dime a dozen, unless you have Vasily Zeitzev's (sp?) rifle, it makes no difference.
Blast away, your M38 should make a great brush gun for deer.
