How can a PVS-7 end up in the Russian Federation? Aren't those supposed to be ITAR restricted?

On my Ebay it shows will not ship to Canada and when you pick exclusions it says every country except for United States... In the description it says he will ship if you email him so who knows either way ITAR is just paper BS your congress passed so private Citizens can't sell military hardware cause that would take money out of their lucrative game.

There are alot of PVS-7 housings outside of the U.S , I should Know I have been importing them for years" NOT" U.S but Israli made and I think the Russians do a PVS-7 housing now as well but don`t quote me on that one. The ones I retail have either the Photonis tubes or the Katod Gen3 and the Katod tubes are as nice as the U.S ones though more expensive. I remember having a guy with a distinct U.S accent call me and ask a few questions that were not quite the usual from a perspective buyer. When I explained that no they had no U.S made components he became considerably friendlier.
I can understand the goal behind ITAR but realistically it just seems to restrict your exporters.
