I am looking to sell my lower receiver, but what do I have to do to legally do this?  Do I just take it to an FFL dealer and have it shipped to the buyers FFL? Any help would be appreciated.

In state? Or out of state?

Depending on the recipient, you can ship it to the FFL directly assuming the FFL will accept shipments from an individual.  Send a copy of your Drivers License with it for the FFL's records.  Some FFL's will not accept shipments from an individual.

If it is an out of state transfer I just go through my local FFL. It costs more, but it is less hassle.

I am debating on putting my Spike Zombie lower on EE.  It is either keep it and use it for a distance shooter, or sell it to by another lower to paint OD.  Too many options out there.  So, if I do sell it, I will not know if it is out of state or not until.

1. list on EE

2. ship to buyers FFL after verifying their address and FFL number FFL ez check

That's it. No need for an FFL on your (seller's) end, unless the receiving FFL is a nitwit and stipulates that. I make it a point not to have to go through that scheme, unless the buyer is willing to pay both transfer fees. I don't about Ohio's laws, but, here in Michigan, a receiver can be shipped in-state without involving an FFL, i.e directly from seller to purchaser.
