I'll start by saying I do have an NFA trust.  If 41p passes and we need to get to get CLEO sign-off, which CLEO's signature works?  Say I go to the local police chief and he says no.  Can I then go the the county sheriff and request that he sign off on it? If he does, am I in any kind of violation, being that the police chief said no, first?

41P as proposed doesn't change any of the rules about who can sign as CLEO, just who needs to get a signature.  Nothing in the current rules creates a problem if one CLEO refuses you, and you then get another one to sign.

You're perfectly fine going down the list if the first one(s) decline to sign. For a list of who can sign, you should actually go read the instructions for the Form 1/4.

What has been said already and for further info, there is no known case where someone has exhausted all possible CLEO sign off and refused.  hence why previous court battles to remove the CLEO have failed, because the person didn't try everyone on the list first...
