I had the wild fantasy of Building a Cetme with one of the ORF HK G-3 flats, ends up I'm not getting the hang of welding and want to buy some more AK kits instead.....

My question is: I bent the receiver over to where it is in shape but didn't touch it once with the welder....its just bent over....Is that considered a gun and if so....can I transfer it FTF or does it still need to be marked before it can leave my possession...period?

It will be for sale with some extra acc, if interested drop me a line.

Now that its bent its a tranferable ffl item, but one thing you have overlooked is that the pin holes in back of the mag well where the trigger pack would attach to by the trigger pack pin, are for the full auto trigger pack only, so in effect, you have just created a MG receiver. To delete this you need to follow the instructions on HKPRO.com and on Weaponeer. net to delete this feature and to install a semiauto trigger pack shelf, for using the semi auto trigger pack only. As to transfer, tranferring the receiver as is is also an NFA violation unless suitably modified, but after modification, mark the shell with your name, some kind of ser # and do what you will with it. YMMV

You simply display your publicly posted email to your attorney general and the BATF and ask them, right?

This is a complex question that nobody here can properly answer.  The flat legally becomes a receiver when it crosses the 80% complete mark, per ATF regulations.  Unfortunately, they are the ones who get to make the judgment call on what 80% is.  To get a definitive answer, you have to write the ATF technical branch for a written opinion letter.

My personal opinion is that you probably have so little invested in the flat at this point that I would just beat it flat and hacksaw it into a few pieces.  (Maybe you have more into it that I think...)  I doubt its worth the trouble of writing the letter and possibly skirting the law for a few dollars.

I looked on weaponeer first and found pics of everyone bending the receivers the same way I did....no semi shelf installed (yet)...nothing.

Go to the G3 build forum and look at these guys with all their jigs and "action" shots of them bending their receivers....or the guy with the pipe and screw driver method bending his over (the way I DID it...before flattening it). If what you say is right all these guys are screwing up.

OH WAIT!....your talking about the "clipped and pinned" holes right??? If so these receivers did NOT have them.
