There are a bunch of S/N only inclusions on the list.  Especially when you look at the old SBR lever guns.  Since a comprehensive list of serial numbers and configurations aren't always available, an owner wrote the ATF to remove their rifle from the NFA and add it to C&R.  Since specific serial ranges can't be guaranteed to have been SBR's, they don't want someone faking one with a new barrel on an old receiver.  



Since all Garands are older than 50 years old, your guess is as good as mine as to why it was added to the list?  Maybe a rifle with some history?  Or maybe somebody just didn't know Garands were C&R and asked about a specific one.

Maybe it was somehow modified, so it is not in "original configuration" and therefore was submitted to be classified as C&R?
