Can you register a lower to be a sbr without haveing purchased the barrel.

Yes,  You just need to know what barrel length, and the overall length of the weapon will be in its primary configuration.

You can file a form1 and get an approved stamp before buying anything beyond the receiver.

However, you have not "built" an SBR until you actually assemble the gun in a SBR configuration, and the gun remains a standard title 1 rifle or receiver until you do.

so if you buy the lower it is ok to register it as an sbr and get the stamp and everything then you have the option to makeit an abr or a standard ar. correct.

You can use multiple uppers on the SBR lower once it is registered.

thanks for the info i have a complete sbr on order now that i know it is ok i am going to buy a complete lower and have it registered.

Be aware that you cannot possess a sub-16" upper plus a lower until after ATF has approved the Form 1 application.

Q: May a FFL or an individual legally possess the parts to manufacture an SBR or SBS as long as no firearms are actually assembled?

A FFL (Type-7 or Type-10) who pays the Special Occupational Tax (SOT) may possess parts required to assemble NFA firearms. A non-licensee or FFL who has not paid the SOT is required to register any NFA firearm via an ATF Form 1 (5320.1) prior to acquisition of the parts required to assemble such firearm.

Yes I am aware of that in April I had a trust created and went to the
Gun dealer and ordered a compoets sbr which I am waiting on. I was
going to buy just a lower and do the form 4 and pay the 200 for the
stamp to have it registered as a sbr. Because in the near future I want
To get a 11.5 barrel for it.

If you are going to register your lower, you would use a Form 1. A Form 4 is to transfer an already existing SBR to you.

oh ok i did not know what the two forms were for thank you for the useful information i am new to the nfa thing i have been researching it for about 2 years and finally took the plundge. i appreciate everyones help.
