Has anyone here made their own blanks for an AR for use with a Muzzle device to allow cycling of the action?

What would such a process entail?

Probably just lighter loads and a special die to crimp the casing.

I don't know but that makes sense FWIW.

The M200 blanks are LONGER than 1.760 for feeding.  You might have success with regular cases.  1.90" is the OAL of the case.

The powder is NOT standard stuff.  It is danger fast.  It is high in NG.  HPC13 and only 7 grains of it.

Between the info you provided and $70 for the die it sounds like too much hassle.

Well, if you found a supply of .222 Rem Mag cases (1.850) and ran them through a .223 Rem die, the neck would be long enough.

Then you can try with FAST pistol powder like Bullseye, crimping with the die or bumping into a smaller die like a .204 Ruger or .17 Rem. for the crimp starting.  Then the .223 Rem die should form a "nose".  Final sealing should be with a paste of a single base propellent like an IMR, dissolved in acetone to form a putty.  

You cannot use any filler.  It must be a propellent that will burn, otherwise you will have problems.  Early blanks had titanium dioxide in an NC dope.  This caused problems with the gas system.  The purple dye added to the NC dope to seal M200 blanks is combustible.
