can someone clue me in as to how a Moderator is different than the 5.5 flash hiders you commonly find? are these (moderators) nfa items? i remember seeing something once that said that they were serialed themselves or something because they affect the weapons report somehow. anyone have the story here?

i've seen them on SEIs site.  i thin they are loud suppressors, that's my guess.

Yes, ATF considers them to be suppressors even though the reduction is minimal at 1-2 db.

The original sound moderators built by Colt for the XM177 series guns have internal baffling built in and was specifically designed to reduce the sound of the stumpy little rifles to approximately that of a standard 20" rifle so the user wasn't deafened by his own rifle. The increased level of gas retained in the system also increased the reliability of the short barrel, which was a bonus.

ATF says anything that reduces sound is a silencer, even if the reduction is only a decibel or two.  This is based on the actual statutory definition of "silencer".
