I need some advice on a system I'd like to put together for my new home. We are having it built, and the 2-story house is in the framing stage. All of the rooms are framed and the roof is on (there is no basement). The house itself is rectangular with the front door facing the West, the long side facing North, and the back sliding glass door facing the East. Here is what I'm working on:

2 cameras in the front yard:
-  I'd like to have one camera at the covered front door area (walkway is about 10 feet). This one is outside (ceiling is about 9 ft. high) but not exposed to the elements (except cold and hot weather).  
-  I'd also like to have a camera looking down and covering the width of my driveway. My driveway is only 25 feet to the curb and the standard two-car garage width. This one will be completely exposed to the elements.

3 cameras in the backyard:
-  One is facing a 3000 sq. ft area of the backyard and is exposed to the elements.This will be used to keep an eye on an area that will one day hold a bass boat.  I'd like it to get 180 degrees of view but I'm not sure the cameras can get that.
-  One will be facing a future pool in an area that is approximately 30 x 60 and will be exposed to the elements.  Again, 180 degrees of view to cover the remainder of the backyard.
-  Finally, one will be in the covered patio showing a sliding glass door entry.

So, now that you have a rough layout of what I'm working with, here are my questions/ideas/wants:

1.  I think I'd like to go wired. I understand POE is another way, but I need some direction as to what I need? Hardware, cabling, POE switch (?), etc. (I read the sticky posts, and confused myself even more  My brain is on complete overload so I'd like some experts to help unclutter my head).  My computer will be upstairs.  If wireless is better, please let me know why.
2.  I'd like cameras good enough to make out license plates and faces both in the daytime and in the dead of night
3.  If possible I'd like to be able to talk through the camera to let anyone know that we are watching
4.  I'd like to have a couple of inside cameras that accomplish the same things above
5.  I'd like software that can accomplish all of the above
6.  I am considering FrontPointe for the monitored side of the security system

Right now, I'm not too concerned about price, so help me understand the costs of a system like this (or point me in the direction where I can get some costs.)

I would focus on running plenty of cat5 from you poe switch to the corners of the house. I'd also have them build in a wire chase so that its easy to add more. Many POE cameras have a cord attached so the connection is in the wall behind the camera.

It would be foolish to do anything other than POE at this point.

If you want cameras reading license plates you'll need to think in 3 dimensions. You might need 4-6 cameras on the front of the house because some will be wide angle and some will be narrow angle.

Right now, I'm not too concerned about price,

I like DIY but if the above statement is true I would check your area for professional firms nearby that do this work for a living, verify references, and have them look at the situation and quote you. They will also spot things other DIY will miss. At the very least just make sure you have cables run, maybe some in conduit from floor to floor to help in pulling more cable.
