I am new to scopes and have never owned one.
I have a Zeiss conquest 3-9 x 40mm  coming in the mail to put on a remington 700 .308 rifle. Gonna use for hunting and target.
I need to mount the scope on the rifle.
I would like something that is light, sturdy, reliable, and easy to take on/off. Tactical looking if there is any.
I am guessing I have to get a Picatinny Rail Scope Mount and 1" rings for the scope. Any special tools?
I saw the Zeiss Victory Permanent 1" rings, but they have all different heights.
Saw the EGW Tactical Rail mount, but I do not know which MOA to get.
I am open to anything that would make this setup work.
I really appreciate everyones input.
I need to put in an order asap.

Whats the purpose of the rifle? Hunting, punching paper, shooting vermin, etc?

My hunting boltguns wear Talley LWs and nothing else. My long range rigs consist a quality 20MOA base, currently Larue, but have usd EGW, Badger, and Ken Farrel. On the base sit quality rings, like badger, Nightforce, Leupold Mk4, or if on a budget, TPS. I have used the DNZ mounts, and they are OK, but I like the Talleys better for a one piece solution.

I am on the east coast, so would be hunting for whitetail once in awhile, but most of the time just shooting at a target.

If the gun is gonna be a heavy bench gun, with no real need for walking around weight reduction, go with a pic rail and rings. Much more flexibility when you decide to change optics later, and you will.

The DNZ stuff is very well made, and extremely solid. My dislike is the lack of flexibility it offers. You are confined to a finite amount of fore and aft adjustment, and this can get even trickier with certain optics. If the mount will work for you, they are good to go. For me, I like more options.

Agreed.
But his Conquest is pretty long.
I tried to run a slick Leupold 1.75-6 short body on my Rem. 700 in 7-08 couldn't get the eye relief I wanted as the McMillian stock was set up 13.75 LOP.

I use Leupold Quick release bases with rings on my 700.They return to dead nuts zero every time not to tactical looking though.

I have Warne rings on a few rifles and they are solid and well built.  I also have the DNZ on my 308 Tikka and its nice but I like the sandwich style of the Warnes better.

Warne Quich Release rings are nice...took a long time to get use to the horizontal sammich.

I like all the options..
Budget is going to be $175 for the mount and rings.
I know I need a  short action with 1" low rings. 0 MOA
Seems like EGW has the picatinny rail scope mount that I can screw down on the rifle.
Now just need some rings that fit the rail.

A good budget setup is an EGW base, and TPS rings. Should be able to snag it all for under 125. For even cheaper, I think the Weaver Tactical base is just about as good a piece as the EGW, and can most likely do the TPS rings and Weaver base for right at a C-note.

I set up my .308 Savage Hog Hunter with Vortex 4-12x44 using a EGW mount and Warne quick release rings for about $90.00.  I like the QR rings as the Savage has iron sights.  So if the scope fails I've got back up sights.

Wow you guys have helped me so much and with all your options I know alot more about rings and mounts.
I ordered the Leupold 1" low QR rings and Leupold QR 2 piece bases. Cost me $79 shipped from optics planet.

You'll be happy with them.
Leupold's QRW and PRW  are among my new favorite rings.
 
The only thing I don't like is the square, "sharp" ends on the lock levers of the QRW,  but it's an easy task to dehorn them on a Cratex or other fine abrasive wheel, and touch them up with Oxpho Blue.
