I have a friend who owns a gun store that is non-class III.  My question is, can he order short-barreled uppers for me or does it have to be a class III dealer?  I guess I can order the upper myself, but he would be willing to do it for me since his cost is less.  Neither he nor I are familiar enough about class III to take that next step.  I don't want him to get in any trouble if it is illegal.

The uppers are not restricted, so I see no problem.

Uppers in and of themselves are not considered firearms. Anyone can order them. The illegalities would lie with what you do with it after you receive it, such as attaching to an unregistered lower.

I've ordered short uppers that were shipped to my front door.   The only thing is do you have unused non SBR lowers?   If you have a non-SBR lower with no non-SBR upper for it then you could build an illegal SBR.   If you have enough non-SBR uppers to match your non-SBR uppers, then your fine (hopefully).  

edit: or lowers transfered as pistols, that would be ok as well
